Tobacco is a primary traded crop in the eastern part of the island of Madura, especially in Pamekasan and Sumenep. Each year, the plantings of tobacco in Madura tend to increase. In order to make trade transactions more fluid, and in accordance with Madurese cultural values, the role of brokers, called juragan or bandol, has become important. However, since the 1980's, the government has put a limit on the area of tobacco plantings, and instituted quality standards and prices which are set without paying attention to socio-cultural conditions there. Abstract in Bahasa Indonesia : Tembakau adalah tanaman perdagangan utama di bagian Timur Pulau Madura, khususnya di Pamekasan dan Sumenep. Dari tahun ke tahun penanaman tembakau di Madura cenderung meningkat. Untuk memperlancar arus perdagangan, dan sesuai dengan nilai budaya Madura, lahirlah peran pialang yang disebut juragan dan bandol. Namun, sejak tahun 1980?an, pemerintah mencanangkan batas luas areal lahan tanaman tembakau, standar mutu, dan harga yang disusun tanpa memperhatikan kondisi sosiokultural setempat.
